Born in Philadelphia. Employed as a clerk in the Treasury Department in 1860. Private secretary to Salmon P. Chase. He later wrote a biography of Chase.
Author of A Brief Account of the Finances and Paper Money of the Revolutionary War in 1874. It was reprinted in 1978.
