Born at Greencastle, Pennsylvania. Admitted to the bar in 1811 and practiced in Greencastle. Clerk of the House of Representatives 1822 to 1833. Publicist for Nicolas Biddle and promoter of Davy Crockett. Co-author of Legislative and Documentary History of the Bank of the United States (1832).
He died in Washington, D.C.
