Born in Amelia, Virginia. Received B.A. from University of Richmond in 1906; Ph.D. from Johns Hopkins in 1912. Married to Laura Arnold Binns in 1921 with two children. Professor of history and economics at Center College 1912-1916; Hamilton College 1916-1919; Mercer U 1919-1927; Coker College 1927-1933; dean of graduate school Mercer U 1922-1927.
Author of The Financial Administration of the Colony of Virginia.
He died in Washington. D. C.
