This motto type was also used on $1 notes; it displays a lengthy text at lower left, "Virtuous Councils the Cement of States." Printed on thinner paper (noted as "unsized" in The Early Paper Money of America) than the previous. Margins are complete, but a bit wavy around the perimeter. Ex: Eric P.
