Fr. 1236 5? Third Issue PCGS Choice About New 58. The controversy concerning portraits of the living on currency, particularly government bureaucrats, is exemplified by the type featuring Spencer M. Clark. The first head of what is now the Bureau of engraving and printing, Clark resigned in 1868 after Congress began an investigation into the practices of the Bureau.
